WELDING DRAWING - problems with dims, leaders etc

Dear Colleagues, as you can notice from the picture, I have numerous problems with dimensioning welding in drawings. I use WF4, metric dimensioning. Decimal places are set to 0, lead_trail_zeros are set to std_metric. I would stress three of my problems: 1) Is it a bug in Pro/E, or it is impossible to control decimal places? Ok, i know in a perfect world when starting a project , and you have intentions to throw a legit site plan into it, you prolly should use the actual elevations (from the civil drawings) but let’s say you go through the project just using 0′-0" for finish first floor, and then say you get the civil layout with the actual elevations,...
